PROBLEM TO BE SOLVED: To provide excellent electrophotographic toner which has uniform charge quantity and causes no deterioration of the developer and, to provide an image forming device and a process cartridge using the toner. SOLUTION: The electrophotographic toner comprises resin powder consisting of at least a binder resin, a colorant and a releasing agent, a charge control agent and inorganic fine particles as a fluidity assistant. Therein, the primary grain size of the charge control agent is in the range of 100-300 nm. By using a fluidizing and stirring mixer, the resin powder, charge control agent and inorganic fine particles are stirred and the charge control agent is fixed to the resin powder.
