PROBLEM TO BE SOLVED: To enable a wireless base station to be selected and to communicate in an encryption scheme in a wireless communication network constructed in a predetermined site using the wireless base station and a wireless terminal. SOLUTION: A camera selects one arbitrary station among a plurality of APs existing in a coverage, and communicates in a public key encryption scheme using a public key transmitted from the selected AP (S304). The AP generates the public key to be used in the public key encryption communication with the camera and a secret key, transmits the public key as an ID peculiar to a network (S301), and decodes the information, which has been encrypted by the public key and transmitted from the camera, by the secret key (S307).
