The channel quality degradation is previously prevented to realize favorable radio communication, by a configuration where the required quality by users is reduced by reduction in the transmission rate (reducible one) of the users performing high-rate transmission, when it is judged that there may be a possibility of the quality degradation on uplinks or downlinks, while the base station monitors all the transmission power requests from communication terminals in a cell, or measures received quality of signals from the communication terminals.
