PROBLEM TO BE SOLVED: To provide an electrophotographic toner excellent in durability and fixable at low temperature and to provide a manufacturing method. SOLUTION: The toner is obtained by dissolving or dispersing a resin powder composition containing a modified polyester resin capable of reacting with a compound having an active hydrogen group in an organic solvent, dispersing the resulting solution or dispersion in an aqueous medium containing fine resin particles, reacting it with a cross-linking agent and/or an extender, and removing the solvent from the resulting dispersion. The toner particles have an average circularity of≤0.95 measured with a flow type particle image analyzing apparatus. The toner comprises a resin powder B obtained by adding an electrostatic charge controlling agent and inorganic fine particles to a resin powder A in which a content ratio of particles of≤3μm is≤15% and by fixing the electrostatic charge controlling agent on the resin powder A with a fluidized stirring type mixer, wherein the resin powder B satisfies the expression (1): b/a≤1.3, wherein a and b are respective contents of particles of≤3μm in the resin powders A and B.
