PROBLEM TO BE SOLVED: To provide a permanent magnet steel storage medium used in a magnetic tape for audio or video signals without using red oxide (ion oxide), etc., and to provide its recording/reproducing device. SOLUTION: In the magnetic recording medium, the permanent magnet steel (steel alloy, to which a tungsten, cobalt, nickel, aluminum, chrome, titan, molybdenum, etc., are added for increasing the residual magnetism and coercive force) is thined to the utmost by carrying out hot rolling and hot forging, to apply it to the tape of a tape recorder for audio or video signals.
