PROBLEM TO BE SOLVED: To provide structure that an optional data provision entity can execute data distribution for making only restricted user equipment possible to use data in broadcast data distribution structure via a communication path or media.

SOLUTION: In the structure that broadcast distribution of encryption data is performed via the communication path or the media, a private node key PriNKias a private key in a public key encryption system is set to the respective nodes (i) of a node number i in hierarchical key tree structure, the private node key PriNKiis made obtainable only in an authenticated information processor, the encryption data CTiare generated by executing encryption of distributed data by applying a public node key PubNKias a public key corresponding to the private node key PriNKiand the generated encryption data are broadcasted.
