<p><P>PROBLEM TO BE SOLVED: To quickly and accurately distribute more detailed disaster information close to areas and safety confirmation information. <P>SOLUTION: When earthquake occurs, earthquake information collected by an earthquake occurrence detecting device 3 is transmitted to a databank device 4. The databank device 4 stores the earthquake information in a database, and retrieves the electronic mail address of a user who wants to distribute disaster information from the database, and transmits electronic mail where the earthquake information and URL for performing access to the home page of the databank device 4 are described to each user terminal 5.
