PROBLEM TO BE SOLVED: To provide a user-adaptive action determination device capable of determining, even when used by a plurality of users, proper actions adaptively thereto. SOLUTION: A user's action prediction part 14 predicts an action ai of each candidate user in reference to a plurality of user models stored in a user model storage part 13 on the basis of the state value SD of an environment 11. A user model selection part 16 evaluates the predicted performance of each user model based on the predicted action ai and the action value AD of the user in the environment 11, and selects a user model related to the user estimated to be present in the environment. An action determination part 18 determines the next action in reference to a state value storage part 17 on the basis of the next predicted action of the estimated user and the state value SD.
