PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having good electrical properties and image properties, a method for manufacturing the same, and an image forming apparatus and a process cartridge each using the same. SOLUTION: The electrophotographic photoreceptor has a charge generating layer and a charge transport layer formed on a conductive substrate, wherein the charge generating layer contains at least one phthalocyanine pigment selected from a phthalocyanine pigment having gallium or tin as a central metal and a metal-free phthalocyanine pigment, and in the spectral absorption spectrum of the charge generating layer, a condition represented by the expression (1): 0.80≤FA1/FA2≤0.96 is satisfied, wherein FA1 denotes the maximum value of absorbance in a wavelength range of 600-670 nm and FA2 denotes the maximum value of absorbance in a wavelength range of 800-870 nm.
