Upon reception of a delivery request from the mobile terminal (11), a content server (19) delivers a program and data used when the program is executed or a single program unit via a network including a radio network. The program and the data or the single program unit are stored in a storage area of the UIM (12) without passing them through a control block of the mobile terminal (11).
