PURPOSE: An impact absorbing device of a bumper for a vehicle is provided to protect passengers by absorbing shock of the bumper fixed to the vehicle body frame at a collision, and to prevent lowering of appearance by increasing restoring force of the bumper. CONSTITUTION: An impact absorbing device of a bumper is composed of an inner plate(20) having a support hole(21) supporting a center bumper(10), an assembling hole(22) assembling to a vehicle body frame(100) and a fixing hole(23) for fastening a side bumper(70); a reinforcing frame(11) having a support bolt(12) protruded, inserted to the support hole and combined with a nut(13), the center bumper combined with the reinforcing frame and elastically supported by a first spring(50); the side bumper having a reinforcing panel(71) elastically supported by a second spring(40) and a connecting part(72) inserted to the end of the center bumper to control rotation; and a fixing plate(60) fastened to a bolt(73) fixing the second spring at the end of the inner plate. The side bumper is turned and combined axially with the fixing plate.
