APPARATUS AND METHOD FOR DILATING CHARACTER REGION IN PICTURE

PURPOSE: An apparatus and method for dilating a character region in a picture are provided to remove a background region of a picture and dilate a character region of the picture. CONSTITUTION: An apparatus for dilating a character region in a picture includes an input unit(110) for receiving a picture, a block classification unit(120), a position detecting unit(140), a character region extracting unit(150), and an image dilating unit(160). The block classification unit classifies the picture into a character block and a background block, converts the character block into a pixel having the first bright value and converts the background block into a pixel having the second brightness value. The position detecting unit scans the input picture in horizontal and vertical directions to detect left, right, top and bottom positions of a character region to decide the position of the character region. The character region extracting unit extracts an image in the character region position. The image dilating unit dilates the extracted image to the size of the input picture.
