PROBLEM TO BE SOLVED: To provide a voltage balance equalization circuit that can charge electric double-layer capacitors so that the balance of voltage of electric double-layer capacitors connected in series is equalized only by adding a simple balance circuit. SOLUTION: The voltage balance equalization circuit is configured such that balance circuits 6 are connected to the electric double-layer capacitors 1a, 1b connected in series in parallel with the capacitors. The balance circuit 6 is constituted in a simple manner by merely connecting a Zener diode 5 and a resistor 3 in series. In the balance circuit 6, a cathode side terminal of the Zener diode 5 is connected to a positive electrode side terminal of the electric double-layer capacitor 1, an anode side terminal of the Zener diode 5 is connected to one terminal of the resistor 3, and the other terminal of the resistor 3 is connected to a negative electrode side terminal of the electric double-layer capacitor 1.
