PROBLEM TO BE SOLVED: To provide a technique that realizes a foretelling system, which foretells the arrival of a vehicle, with small-scale facilities. SOLUTION: On-vehicle devices (2, 12 and 32) are provided with receivers (2a) which receive wireless signals (5, 15 and 35) transmitted from antennas (4, 11 and 34), interfaces (2e) which are connected to cellular phones (3, 13 and 33) and a cellular phone control means (2d) that responds to the wireless signals (5, 15 and 35) and transmits to the cellular phones (3, 13, and 33) an instruction signal that instructs the transmission of foretelling information which foretells the arrival of a vehicle, on which the on-vehicle devices are mounted, to user terminals (7, 18 and 37).
