PROBLEM TO BE SOLVED: To provide steel which is excellent in HAZ toughness (especially low-temperature toughness), even when subjected to welding employing a wide range of heat input, ranging from small heat input to large heat input. SOLUTION: The steel for welding comprises 0.005-0.050 mass% Ti and 0.005-0.050 mass% Nb and contains inclusions of≥1.0×10<SP>4</SP>pieces per 1 mm<SP>2</SP>tested area, wherein the inclusion contains Ti and N, has a particle size of 0.01-0.25μm and a mass ratio of Ti to Nb (Ti/Nb) of 1.0-5.0.
