PROBLEM TO BE SOLVED: To provide a multi-layer cosmetic which is easily uniformly mixed when it is shaked during use to form a milky lotion and is quickly separated when it is left at rest. SOLUTION: This multi-layer cosmetic comprising 50 mass% or more of water and a plurality of layers which are separated when it is left at rest comprises (A) a nonionic surfactant with a diglyceryl group, (B) an ionic surfactant with a phosphate group or an ammonium group, (C) a water-soluble salt or an organic acid, and (D) a liquid oil, in a mass ratio of (A):(B)=1:1 to 10:1, (B):(C)=1:2 to 1:15 and [(A)+(B)]:(D)=1:10 to 1:100, wherein it comprises a transparent oil layer and a water layer when it is left at rest.
