PROBLEM TO BE SOLVED: To provide a private base station controller which can be small-sized to be mounted in the private base station of a private mobile communication service system, whose cost is reduced and which is made small. SOLUTION: The present invention is equipped with an NSB block for receiving a synchronizing clock and time information from a GPS satellite, providing the time information to the private base station controller and the private base station, and distributing the synchronizing clock into the private base station controller and the private base station; an ATP block for matching with a mobile terminal in a wireless environment; an ALB block to which a clock signal is provided from the NSB block by a clock cable and which provides connection of the private base station controller and a public base station controller; and a TAB block which converts an audio compressed signal received from the mobile terminal via the private base station into PCM data for transmission to a private exchange and which is formed by coupling TCB blocks for receiving the PCM data from the private exchange to generate and output the audio compressed signal. Further, an MCB block is provided for using a backboard number, a backboard ID, and a slot ID to load a corresponding OS to the NSB, ATP, and TAB blocks to carry out an ATM switch function and collecting all alarm signals within the private base station controller.
