PROBLEM TO BE SOLVED: To provide a small, low-cost development device capable of forming a stable, high quality toner image by stabilizing toner concentration easily and quickly corresponding to toner concentration and image density without any complicated toner concentration control mechanism, and to provide an image forming apparatus provided with the developing device. SOLUTION: The developing device comprises: a second two-component developer restricting member 5 which forms a two-component developer storage part 3 for storing two-component developer (D) restricted by a first two-component developer restricting member 2 and which forms a two-component developer pooling part 4 by restricting an amount of the two-component developer (D) held and conveyed by a two-component developer carrier 1; a toner replenishment opening 6 which is adjacent to a second two-component developer restricting member 5 and automatically takes in toner (t) in accordance with toner concentration; and a toner concentration adjustment means 8 which varies an amount of carrier 7 to adjust the amount of toner (t) taken in from the toner replenishment opening 6 and hence the toner concentration.
