摘要 PROBLEM TO BE SOLVED: To make a valve closing time of an inlet valve 11 almost constant irrespectively of a condition of a water wheel or the like. SOLUTION: A throttle valve 17 is provided to regulate a flow rate of pressure oil flowing between a servo motor 16 and a switching valve 18. A differential pressure responsive valve 30 is provided between the throttle valve 17 and the servo motor 16 and is operated by differential pressure between hydraulic pressure on a switching valve 18 side and hydraulic pressure on a servo motor 16 side to make an oil discharge rate from the servo motor 16 almost constant by increasing the flow rate when the hydraulic pressure on the switching valve 18 side is higher than the hydraulic pressure on the servo motor 16 side and by decreasing the flow rate when the hydraulic pressure on the switching valve 18 side is lower than the hydraulic pressure on the servo motor 16 side.
