PROBLEM TO BE SOLVED: To provide a PDP with an excellent light-emitting property capable of restraining deterioration of brightness deemed to be caused by damage and deterioration of a phosphor material constituting a phosphor layer by vacuum ultraviolet rays generated by discharge in the PDP, and to realize a manufacturing method of the same. SOLUTION: The gas discharge panel has a protection layer 15 covering phosphor layers 14R, 14G, 14B emitting light by excitation of ultraviolet rays, and the phosphor layers 14R, 14G, 14B are exposed to oxygen atoms or a radical in a state of being heated up to 200°C or higher. By the above, as the phosphor material constituting the phosphor layers 14R, 14G, 14B gets into a state of scarce oxygen deficiency as an initial stage, and as the above state is maintained by a surface layer of the protection layer 15, the PDP with excellent light-emitting property, capable of restraining the deterioration of brightness, and the manufacturing method of the same can be realized.
