<P>PROBLEM TO BE SOLVED: To provide a technology for monitoring the waveform of an optical signal at low cost excellently in real time to be applied to monitoring of a signal quality in a real optical transmission system, and technology for further stably controlling an optical transmitter/receiver and various kinds of compensators through such waveform monitoring. <P>SOLUTION: In an optical gate 4, a timing of opening/closing is controlled by a clock synchronized with an optical signal inputted from a photo-coupler 1, namely, by a clock with the same cycle as or an N-fold cycle (N is a positive integer) of a bit interval of data and in one bit of the optical signal, only partial time width is passed. The passed optical signal is inputted to a photoelectric converting element 5. In the photoelectric converting element 5 to which the optical signal passed just for the partial time width is inputted from the optical gate 4, on the other hand, an average light intensity of the inputted optical signal is obtained.
