<P>PROBLEM TO BE SOLVED: To prevent solder from getting on a mounting reference surface while securing sufficient airtight reliability of a solder sealing part in a fixing part of a housing and a diaphragm. <P>SOLUTION: In a power element 1 of a pressure control valve, an annular solder sealing part formed by sandwiching a diaphragm 5 between flange-like outer peripheral edges of the lower housing 7 and caulking a caulking part 2a of the upper housing 2 is made airtight by a solder layer 8. At this time, a tilting angle θ of an outer peripheral surface 7b of the lower housing 7 from the solder sealing part to the mounting reference surface 7a is set less than 90° so as to prevent solder from getting on the mounting reference surface 7a.
