PROBLEM TO BE SOLVED: To provide a reinforcing wall which can be anchored to a column-beam frame by using an easy-to-handle and low-cost anchoring member and which can be anchored by high anchoring strength by using the anchoring member, and a construction method for the reinforcing wall. SOLUTION: In this reinforcing wall, the anchoring members 52, 52, 54 and 56 for locking anchoring bars 58 elongated in the inward direction of the column-beam frame are stuck along the inner periphery of the column-beam frame; the masonry of concrete blocks 10 formed in the inward direction of the column-beam frame brings about the formation of a wall body 30 in which a space 19 for inserting the anchoring bar is formed; and a grout material 19a is driven into the space in a state that the anchoring bar is inserted into the space so that the wall body can be anchored to the column-beam frame. Additionally, a plurality of concrete anchoring blocks 52a which are fitted with locking members 62 for locking the anchoring bars are used as the anchoring members stuck at least on the column 2 of the column-beam frame.
