An inorganic electrolytic coagulant which is obtained by mixing phosphonic acid and magnesium sulfate in a solvent free of chlorine and stirring the mixture for several minutes and then adding aluminum sulfate and ferric polysulfate to the resultant mixture, followed by stirring for several minutes; and a method for modifying a mud, characterized as comprising adding the inorganic electrolytic coagulant, a soil particles-reinforcing agent and a pH-adjusting agent to a polluted bottom mud from lakes, ponds, inner bays, rivers or the like, thereby converting the polluted bottom mud to a good soil.
