PROBLEM TO BE SOLVED: To provide a character recognition device provided with a normalization processing means capable of stable recognition without needing a plurality of dictionaries even if the width of lines in one character varies. SOLUTION: A line-thinning process of a character image for one character segmented by a character segmenting part 110 is executed by a line-thinning processing part 121; a circumscribed rectangle of the character is detected by a circumscribed rectangle detection part 122 for the thinned character image; and expansion or reduction determination of the image is executed depending on the size of the circumscribed rectangle. When the expansion determination is executed, the thinned character image is subjected to an expansion normalization process by an expansion normalization part 123 to provide an image normalized in size. When the reduction determination is executed, the thinned character image is subjected to an OR normalization process by an OR normalization part 124 to provide an image normalized in size. Next, the widths of line segments of the image normalized in size by the normalization part 123 or the normalization part 124 are set to preset values by a thickening processing part 125.
