PROBLEM TO BE SOLVED: To provide a low-speed vane pump equipped with an enhanced pumping function. SOLUTION: The cylinder bore of this pump is formed in a cylindrical shape free of an inlet or outlet for the liquid and/or gas, and instead they are provided in a rotor. The cylinder bore etc. are all sealed, and the mechanism can certainly emit a high discharge pressure with a high efficiency. Fundamentally this assumes a cylinder structure and is designed to emit a high discharge pressure with low-speed rotation, while it can serve multiple purposes, for example, lifting the water, desalination of sea water, discharging a fluid with a constant rate, and evacuation.
