PROBLEM TO BE SOLVED: To provide a test specification preparation support device and a test specification preparation method, allowing storage/reuse of a test policy to efficiently prepare test specifications by a unified procedure, to provide a test specification preparation program making a computer execute the method, and to provide a construction method for a database used for the method. SOLUTION: A test scenario production rule wherein know-how related to a criterion and a viewpoint of a test in a software to be developed is expressed by a rule format of a condition part and an execution part is defined from design specifications of the software, the condition part of the test scenario production rule are matched with the design specifications of the software, and the execution part of the test scenario production rule is executed, so that a test scenario is produced.
