PROBLEM TO BE SOLVED: To obtain an electronic watermark multiplexing device that provides a function for generating a video signals and a sound signal with high evidence property and a function which has not existed before for automatically determining that no tampering is applied to information of the video signal and the sound signal. SOLUTION: Positional information, time information, and ID information are multiplexed as an electronic watermark to the video signal and the sound signal. This provides a video and sound recorder with high evidence property and the function capable of automatically confirming that no tampering is applied to the information of the video signal and the sound signal.
