<p><P>PROBLEM TO BE SOLVED: To provide a radio controller and a spreading code selection method which suppress reduction of a system capacity resulting from use of channellization codes belonging to secondary scrambling codes. <P>SOLUTION: Selection of channellization codes belonging to primary and secondary scrambling codes respectively is not tried for one cell as a conventional method, but selection of channellization codes belonging to primary scrambling codes is tried for a plurality of cells in order (S02 and S04). In the case that selection of codes is unsuccessful, it is determined whether selection should be tried again in a different condition or not (S06).
