PROBLEM TO BE SOLVED: To provide a rotary actuator capable of increasing an output and highly controlling a minute speed with a high degree and accurately controlling an intermediate stop and having durability. SOLUTION: Cylinders 1a, 1b in which piston rods 3a, 3b protrude at both ends are arranged in parallel, and both ends of piston rods 3a, 3b of the cylinders 1a, 1b arranged in parallel are fixed to machine frames 4, respectively, to be constituted in such a way that each cylinder 1a, 1b can slide freely in reverse directions, respectively. Racks 5a, 5b are provided so as to oppose to the direction of the length of each cylinder 1a, 1b. A pinion 6 is provided between the racks 5a and 5b provided oppositely. A central shaft 7 of the pinion 6 is supported on the machine frame 4 and is used as an output shaft. Preferably, guide rails 8a, 8b which are engaged with the cylinders 1a, 1b and whose both ends are fixed to the machine frames 4 are provided in sliding directions of the cylinders 1a, 1b.
