PROBLEM TO BE SOLVED: To greatly reduce the pavement construction cost and the maintenance cost by enhancing the pavement strength, depressing deterioration due to ultra violet ray, depressing deterioration of water permeability, lessening a tirenoise, and lessening consumption of a resin. SOLUTION: Moisture setting polyurethane, straight asphalt, and a solvent are mixed together to make a pavement binder. By mixing the pavement binder with fine aggregate, water permeable resin mortar for pavement can be obtained. The water permeable resin mortar made by mixing the moisture setting polyurethane, fine aggregate, and straight asphalt is filled in voids of the aggregate (coarse aggregate of the lower layer) appeared on the pavement face by rubbing it in the surface of the drainable pavement.
