<P>PROBLEM TO BE SOLVED: To reduce adjustment for a processing speed in noise removal processing as much as possible, after generating a processing procedure. <P>SOLUTION: A preprocessing selecting means 17 selects the noise removal processing to bring the processing speed into the maximum speed when a brightness distribution in a sample area of an original image 11 processed by executing the plurality of noise removal processings is not overlapped with a brightness distribution in a neighborhood area, and selects the noise removal processing to bring a degree of separation between brightness in an area corresponding to a sample pattern of the original image 11 after the noise removal processing and brightness in the neighborhood area thereof into the maximum, when overlapped.
