<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus which improves the grade of an output image by changing maximum concentration of an image portion according to reflectivity of a recording medium, and dividing a gap between reflectivity at the maximum concentration of the image and the reflectivity of the recording medium such that a difference in reflectivity between gradations becomes constant. <P>SOLUTION: In the image forming apparatus, the reflectivity ρB of the recording medium is measured by using an optical sensor or the like of a reflectivity measuring device (S11), and then the reflectivity ρB of the recording medium, measured by the reflectivity measuring device is transmitted to a laser control unit (S12). Next, in the image forming apparatus, a reference value ρPR of the reflectivity is set (S13), and thereafter, the reflectivity in each gradation is set based on the reflectivity ρB of the recording medium and the reflectivity ρP at the maximum concentration of the image (S14). Further, the reflectivity in each gradation thus set is converted into concentration (S15).
