The system includes an on board device which can be mounted to the vehicle. It also includes a management station to be installed at a given location. The on board device and the management station each have short range wireless communication systems for encoded communication within a given distance range. The communication devices in the on board device and the management station execute regular and alternating communication with each other to mutually monitor each other's state.
