A communication resource management device capable of effectively using communication resources by modifying the transfer rate of a control channel associated with a mobile terminal according to the communication state. The device includes means for judging whether to modify the transfer rate of a first control channel associated with a first mobile terminal, means for judging presence/absence of a frequency band not decided to be used in a predetermined period according to the current transfer rate of a second control channel associated with a second mobile terminal and a signal data amount to be transmitted via the second control channel, and means for assigning a frequency band of the second control channel in at least a part of the predetermined period to the first control channel according to the affirmative result of the aforementioned means. This device maintains a total of frequency bands of a plurality of control channels constant and modifies the transfer rate of the first control channel.
