PROBLEM TO BE SOLVED: To provide a moving picture encoding and decoding method and an apparatus therefor.

SOLUTION: In the moving picture encoding method using a plurality of quantizing matrixes, the moving picture encoding method includes a stage to select either one of the plurality of the quantizing matrices in a macroblock unit based on the input picture property, a stage to carry out picture conversion for the input picture, and a stage to perform quantization using the selected quantization matrix for the picture converted data.
