<P>PROBLEM TO BE SOLVED: To cool an affected area efficiently by making a cooling surface of a module using a Peltier element come in direct contact with the affected area irradiated with light for a treatment. <P>SOLUTION: A light passage part for making the light pass between upper and lower base plates 261, 263 is formed by a cut-out part 264 of the upper base plate 263, the lower base plate 261 comprising a transparent element, and a non-arranged area of thermoelectric conversion elements 265 between both base plates on the Peltier module 26. A laser from a scanner head 21 passes the cut-out part 264 of the upper base plate 263, the non-arranged area of the thermoelectric conversion elements, and the lower base plate 261 comprising the transparent element of the Peltier module 26, and the skin (the affected area) where the underside of the base plate 261 abuts is irradiated with the laser.
