PROBLEM TO BE SOLVED: To add a function to promote a warming-up operation of an engine in addition to a heater function to heat air blown into a chamber by making cooling water heated by the engine as a heating source and a heater function to make a high pressure coolant as a heating source. SOLUTION: A heat exchanger (heater 1 for an air conditioner) has the heater function to heat air blown into the chamber by making cooling water as the heating source and the heater function to make the high pressure coolant as the heating source. A U-tube 4 to perform the heat exchange of the high pressure coolant and the cooling water is arranged in a coolant tank 6. When the temperature of the cooling water is low, the cooling water is circulated in the U-tube 4.
