PROBLEM TO BE SOLVED: To provide a technology for automatically summarizing video or audio with designated time length. SOLUTION: Audience rating data including an audience rating for every time of video or audio being the target of summarization and requested summarizing time length are used to decide the threshold of the audience rating for extracting video or audio for the summarizing time length, and the video or audio in a time block whose audience rating exceeds the threshold is extracted, and the summarization is performed by using the extracted videos or voices.
