PROBLEM TO BE SOLVED: To reduce the resistance of a distributed Bragg reflection layer while suppressing a resonator loss. SOLUTION: The non-doped distributed Bragg reflection layer 6 of the surface emitting laser is divided into a light reflecting region R1 forming the resonator of the surface emitting laser, and a low-resistance region R2 in the reflection layer 6 playing a role of electric conduction.
