PROBLEM TO BE SOLVED: To provide a coal thermal hydrocracking process that decreases the formation of char by promoting the gasification reaction of the char formed in the thermal hydrocracking oven and solves a variety of problems accompanied by char handling. SOLUTION: This invention is a coal thermal hydrocracking process in which an oven having a specific structure of 2 stages and 2 chamber type composed of a lower stage of a high temperature gasification oven 2 and a higher stage of the thermally decomposing gasification reaction oven 1 is used, and one or two or more of coal, char and carbonaceous material are blown into the high-temperature gasification oven, together with oxygen to cause partial oxidation reactions and generate the high temperature gas mainly containing hydrogen, carbon monoxide, steam and carbon dioxide. Then, the high temperature gas is immediately introduced into the hydrocracking oven, coal and hydrogen are blown into the high temperature gas and the resultantly formed char is recycled to the high temperature oven to carry out the coal thermal hydrocracking reaction and the gasification of the formed char there.
