PROBLEM TO BE SOLVED: To enable a driver's hand to easily reach an operating part and further enable the driver to operate the operating part without changing an operating attitude of the driver. SOLUTION: An operating lever 3 positioned near a steering wheel of a vehicle is provided with an operating part 13 of a voice talk switch device 12. The operating part 13 is operated to enable a talking with voice to be attained, facilitate a driver's hand reaching the operating part 13 and further enable the driver to operate it without changing the driving attitude.
