PROBLEM TO BE SOLVED: To provide a medicine dispensing apparatus which can simplify a structure of a driving means comparing with the conventional ones so that cost can be reduced, and a medicine dispensing and packaging apparatus. SOLUTION: The medicine dispensing apparatus A1 and the medicine dispensing and packing apparatus A include a pills dispensing mechanism 150 to successively releases pills valves 141 of two or more polls boxes 142 by moving a pills tablet 140 in one direction X1 of the first horizontal direction X, a top tablet 110 and a tablet shutter 120, wherein the top tablet 110 and the shutter 120 are connected through a top shutter connecting member 110a and a tablet shutter second connecting member 123 and disposed at a shutter blockage position when the tablet 140 is at the primary position or at one side of the primary position in the direction X1 of the direction X, and the tablet 140 and the shutter 120 are connected through a pill tablet connecting member 140a and a tablet shutter first connecting member 124 and disposed at a shutter opening position when the tablet 140 is moved from the primary position in the second moving direction X2.
