<P>PROBLEM TO BE SOLVED: To provide a skin care preparation for external use, obtained by formulating black vinegar or an extract of the black vinegar. <P>SOLUTION: The black vinegar is obtained by fermenting/maturing cereals such as a rice and a wheat for two or more months regardless of the cleaning degree. A longer maturing time is preferable because the longer the maturing period becomes, the more the contents of components such as vitamins, minerals and amino acids are increased. The black vinegar has antiaging activities, bleaching activities, antiinflammatory activities, high humectant activities and antioxidant activities, and the application thereof to the skin care preparation for external use is effective.
