PROBLEM TO BE SOLVED: To provide an organic EL display forming a transparent electrode layer with low holding stress and high smoothness without increasing a forming process, and to provide a transparent electrode substrate for the display. SOLUTION: A BM 3, a CF layer 4, a color conversion layer 5, an overcoat layer 6, a barrier layer 7, the transparent electrode layer 8, an auxiliary electrode layer 9, and an insulating layer 10 are laminated on the transparent substrate 2, and in addition, a barrier is laminated in the upper part of the BM 3, an organic EL luminous layer and a back plate layer are laminated in order in the upper part of an opening part of the BM to form the organic EL display, and the compression stress of the the transparent electrode is specified to 0.05-1.5 GPa, and the Ra of the surface is specified to 0.3-10 nm.
