PROBLEM TO BE SOLVED: To provide a medium supply device allowing a tray to easily be drawn even if a supply error is generated when supplying the medium to an insert side of the tray, and to provide a recording device. SOLUTION: This medium supply device is provided with a lifting means 190 for lifting the end part on a supply direction of the medium housed in a tray 120, a supply means 146 for supplying the medium lifted by the lifting means, and a lift releasing means 200 capable of forcibly lowering the raised lifting means. When a medium supply error is generated, the lifting means is lowered by the lift releasing means to draw the tray. Since the lifting means in the lifted condition is forcibly lowered to prevent an interference between the the lifting means and the supply means, even if a supply error is generated when supplying the medium to an insert side of the tray, the tray can be drawn to quickly eliminate the supply error.
