PROBLEM TO BE SOLVED: To provide a device for machining a cylindrical member, having good manufacturing efficiency while suppressing the dispersion of machining quality. SOLUTION: The device comprises a driving means for driving the cylindrical member W to be rotated, projecting means 60, 61 for projecting grinding particles 62, a masking member 30 having a pattern portion with a plurality of openings through which the grinding particles 62 pass to be projected by the projecting means 60, 61, and a moving means for putting the pattern portion in contact with the outer peripheral face of the cylindrical member W and moving the contact face of the pattern portion corresponding to the rotation of the cylindrical member W. The grinding particles 62 passing through the openings of the pattern portion form a recessed portion on the outer peripheral face of the cylindrical member W corresponding to the openings of the pattern portion.
