PROBLEM TO BE SOLVED: To provide a memory generator which can construct a memory by the generation tools for all versions, with the scale of internal storage suppressed, as compared to the former, and a memory construction program which is made to operate as the memory generator on a computer. SOLUTION: This memory generator is provided with a tool-storing part 122, which stores substitution and supplement information that the generation tool, after this updating is generated by substituting or supplementing to the correspondence portion of the generation tool, before this updating the difference portion between the generation tool before this updating and the generation tool, after this updating at each time of updating of the generation tool, while storing the original generation tool made at the beginning among the generation tools, including the programs and the data for constructing the memory.
