<P>PROBLEM TO BE SOLVED: To provide a card issuing data generation system and management device of parameter registration state capable of managing the working state of data for generating card issuing data used for encoding to an IC card. <P>SOLUTION: A parameter management part 12 of the management device of parameter registration state 1 receives the identification mark of parameter registration information inputted by an operator and information showing the operation content, and determines whether history information is read from a storage part 14 to permit the inputted operation or not. When the operation is permitted, the operation or output of the parameter registration information or the updating of the history information in the storage part 14 is performed according to the information showing the operation content. A data generation part 33 of a card issuing data generation device 3 generates card issuing data to be written in an IC chip 51 of an IC card 5 on the basis of the parameter registration information received from the management device 1 and card issuing source data read from a storage medium 2, and writes the card issuing data to a storage medium 4. <P>COPYRIGHT: (C)2004,JPO&NCIPI |
