PROBLEM TO BE SOLVED: To provide a method for filling a tubular member (a structure with closed cross-section) fully with foam. SOLUTION: In figure (d), an aluminum sheet 13 is subjected to plastic deformation so that it wraps around a molded product 14 of a foaming agent prior to expansion. In figure (e), both ends of the aluminum sheet 13 are unified through seam welding to obtain the structure 23 with closed cross-section. In figure (f), the molded product 14 of the foaming agent sealed in the structure 23 with closed cross-section is heated to its foaming temperature and expanded to yield a pipe-like frame filled with the foam 27. Since the foaming agent is expanded in an expansion step and filled into the structure with closed cross-section after determining its shape through plastic working, the foam can be filled with sufficient density to exert its rigidity.
